  1. Combine the first seven ingredients in slow cooker. Cover and cook on high for 4 hours or on low for 8 hours (until potatoes are tender). Mash potatoes to desired consistency and add milk, sour cream, and chives.
  2. Top with additional sour cream, chives and shredded cheese, if desired.
